The license covers the season, from 1 August to 31 July, with no pro-rating. A license bought mid-season still runs only to 31 July of that season.

No. You must hold a valid license to be eligible for a transfer. If your license is not valid during a transfer window, you cannot be transferred until you renew it.
Every competitor holds their own $25 license. Your affiliation does not cost you extra, but it does help your center: each affiliated athlete license reduces that Performance Center's annual fee. See Open a Quad™.
